Been researching various tweaks to get rid of the annoying stutter (if you suffer with it). Check my thoughts on these at the bottom.
The main one seems to be this one:
If you want increased FPS in the game (if you are one of the unlucky few who have FPS problems) just go to your WAR directory and go to the user directory. In the user directory there is a file called Usersettings.xml, edit that file (using notepad, wordpad etc) and edit one of the perfcustom 1 or 2 lines, change lightmaps to false and Specular to false, keep everything else the same (highest even).
Now boot up the game and go to user settings, change to Custom 1 or 2 under graphics settings (whichever one you changed in the usersettings.xml file), Wallah! FPS increases across the board. Trust me every friend that plays and most people on here or elsewhere have said it fixes their issues. You can also alt tab back and forth fine as well. Try it out and enjoy the FPS gains.
Its plain and simple their lighting engine needs to be completely reprogrammed, or they need to work with Nvidia/ATI on a driver fix to make it more compatible. It may not be Mythic's fault at all, it may be something driver related with their lighting engine. With the lighting engine I was seeing my CPU jump up and down 50 to 100% while my GPU hovered at 30% or 40%, without the lighting engine the CPU hovers around 50% all the time and GPU climbs up to 70 or 80% sometimes even 100%. I get 50 to 60 FPS all the time as well even in big RVR fights.

I have just applied all of these and for me at least, the difference is huge! No stutter at all for me since applying these. I think turning off specular lighting & lightmaps seems to make the most difference, but the others all help in RvR etc.
I also updated my video driver which I think helped. There is a big new Nvidia driver released a few days ago that fixes various and gives a speed increase.
Let me know how you get on if you try it all! (or some of it) but i'd seriously recommend at least trying the first one.
